Actions and behaviors that are aggressive and coercive, yet do not call for direct military response define ‘Gray Zone’ conflicts. The U.S. military has a long history of operating in gray zones, however it appears our enemies are taking advantage of our transparency and rules of engagement. How will the Navy, Marine Corps and Coast Guard work together, train their forces, develop new tactics and technologies, work with allies and partners and build better capabilities to compete effectively in the Gray Zone?
